Lieutenant James S. Mann
Investigations

     The Goochland County Sheriff's Office hired Jimmy Mann in October of 1993 as a Deputy Sheriff assigned to the Court Security Unit. In 1995, he was transferred to the Patrol Division. In 1996, he was promoted to the rank of Corporal in the Patrol Division as a shift supervisor. During a reorganization in 1998 he was promoted to the rank of Sergeant in the Patrol Division and served as a shift supervisor. In 2003, he was appointed to the rank of Lieutenant in charge of Court Security, Civil Process, Fleet Management, Neighborhood Watch Program, D.A.R.E., and Investigations. In 2007, the Sheriff's Office was reorganized and Lt. Mann was placed in charge of the Investigative Division.

     Lt. Mann was certified as a D.A.R.E. instructor and taught D.A.R.E. for several year while still maintaining his patrol duties. Lt. Mann is one of the Sheriff's Office certified Hostage Negotiators and received training in this area from the University of South Florida, Rappahannock Regional Criminal Justice Academy, Public Agency Training Council, and Crisis Negotiation Associates. During his career he has received specialized training in Crime Prevention, Defensive Tactics, Civil Process, VCIN operation, Management and Leadership, and is a DCJS Certified General Instructor.

     Lt. Mann is a native of Goochland County where he attended and graduated from the Goochland County Public Schools System. He attended Ferrum Junior College with studies in Business Administration. Lt. Mann worked for a Richmond based International Corporation from 1970 until 1993. Lt. Mann was a member of the United Stated Army Reserve from 1970 until his discharge as a Staff Sergeant in 1976. Lt. Mann has been happily married to his wife Anne since June of 1971 and lives in the Courthouse area of Goochland. They have two children who are adults and married. Lt. Mann is a member of Salem Baptist Church located on Cardwell Road in Goochland County and has served in the past as a Deacon. He has also served in the past as a member of the Goochland County Council of Parents and Teachers Association, Youth Baseball Coach, and the Goochland Recreation Commission.
